It is possible this holiday may of been created by the greeting card industry because we find reference to it on greeting card sites that say-
"International Jazz Day... the perfect time to enjoy the melodious oldies or play some music of your own." Jazz up the days of your friends/family/loved ones with these cute and musical ecards." (see International jazz day greetings)
"Jazz Day is the perfect time to let the music chase away your blues and lead you on to some jazzy musical experience."
This holiday is referred to as a "National" day- However, we did not find any congressional records or presidential proclamations for this day. Even though we didn't, this is still a holiday that is publicized to celebrate.
So enjoy the day and have fun with it.
